Ladies and gentlemen of the federal government,
I would ask you to strengthen the capacity of our cities and municipalities to take action on their path to climate neutrality. Please ensure that climate protection and climate adaptation are enshrined in the Basic Law as a joint task of the federal and state governments.
Our 11,000 cities and municipalities are the heart of social life. This is where people live, work, and meet; this is where they experience firsthand how well our democracy works. As places of everyday life, municipalities play a key role in climate protection. They make decisions about heating networks, public transportation, municipal housing construction, and urban planning, thereby influencing up to one-third of German greenhouse gas emissions, according to the Federal Environment Agency.
But many lack the money for the necessary investments. Climate protection has so far been considered a “voluntary self-administration task.” When municipalities have to make savings, it is often this area that is affected. Yet they would need €8 billion every year just to expand the heating networks by 2030.
There is a solution to this problem: an amendment to our constitution (Art. 91a (1) No. 3) that enshrines climate protection and climate adaptation as a joint task. This would enable joint financing by the federal and state governments. Cities and municipalities would receive the support they need.
Please advocate for climate protection and climate adaptation to be enshrined in the Basic Law as a joint task!
